Promoting Cooperation Between Da Nang and Belgium
On the afternoon of August 25, Standing Vice Chairman of Da Nang People's Committee, Ho Ky Minh, hosted a meeting with Karl Van den Bossche, Ambassador Extraordinary and Plenipotentiary of the Kingdom of Belgium to Vietnam, and his delegation during their visit and working session in Da Nang.
At the meeting, Vice Chairman Ho Ky Minh highly appreciated the cooperative relationship between Da Nang and Belgium. Currently, there are two Belgian FDI (Foreign Direct Investment) projects registered in Da Nang, with a total investment capital of approximately 40,000 USD.
Vice Chairman Ho Ky Minh proposed that the Belgian Embassy and Ambassador Karl Van den Bossche continue to introduce Belgian investors and potential partners to explore opportunities for cooperation, investment, and business in Da Nang.

<p style="margin-top:5px;line-height:30px">On the morning of October 25th, Mr. Pham Duc An, Chairman of the Da Nang City People’s Committee, chaired a meeting with the Association of Vietnamese Scientists and Experts Global (AVSE Global), led by President Mr. Nguyen Duc Khuong. The discussion focused on boosting cooperation in strategic development consultancy and expanding Da Nang's international integration.</p>
<p style="margin-top:17px;line-height:30px">During the session, AVSE Global proposed a distinctive development path for Da Nang, one that integrates city planning with key projects and national programs. Their urban spatial model features a core zone for services, finance, and high-tech; a new urban belt; and a green connection zone linking the city with the neighboring provinces.</p>
<p style="margin-top:17px;line-height:30px">AVSE Global noted that Da Nang has considerable advantages to become a top economic, financial, and technology hub in the region. They recommended the city continue pushing growth in financial services, technology, logistics, and climate-resilient eco-cities, aiming for an open, modern metropolis that is deeply integrated globally.</p>
<p style="margin-top:17px;line-height:30px">The city proposed multiple areas for collaboration with AVSE Global, including strategic consultation for establishing the Vietnam International Financial Center in Da Nang (VIFC-DN), developing a digital asset management framework, linking global experts and businesses, and co-hosting events like the R&D Forum and Hack4Growth to promote Da Nang’s potential on the international stage.</p>
<p style="margin-top:17px;line-height:30px">Chairman Pham Duc An reaffirmed the central government’s directive for Da Nang to become the innovation center of Central Vietnam and the nation. The city is focused on developing finance, high-tech, logistics, seaports, ecological tourism, and medicinal materials, while also investing in its airport, urban railway, and a modern logistics center, all geared toward green, sustainable growth.</p>

<p style="margin-top:5px;line-height:30px">On the morning of October 20th, in Hoi An ward, the Da Nang City People's Committee held a conference to review the Master Plan for the conservation, embellishment, and promotion of the Hoi An Ancient Town World Cultural Heritage Site in conjunction with tourism development for the 2012–2025 period.</p>
<p style="margin-top:17px;line-height:30px">Ms. Nguyen Thi Anh Thi, Vice Chairwoman of the City People's Committee, confirmed that after nearly 13 years, the Master Plan has fundamentally transformed how the Ancient Town is conserved and promoted. This has made it a premier tourist destination in Vietnam and globally, serving as a model for linking conservation with sustainable development.</p>
<p style="margin-top:17px;line-height:30px">With 2025 marking the end of the Plan's duration, it is a crucial time to evaluate achievements, extract lessons learned, and define a new vision that aligns with current development needs.</p>
<p style="margin-top:17px;line-height:30px">Mr. Hoang Dao Cuong, Deputy Minister of Culture, Sports, and Tourism, highlighted that the Master Plan provided a vital legal foundation, helping to balance heritage preservation with tourism, expand the conservation area, and boost community involvement. He stressed the need to hold fast to the principle of keeping cultural heritage as the core focus and never sacrificing it for economic gain. He also recommended that Da Nang formulate a new Master Plan centered on "ecology – culture – tourism," consistent with sustainable development trends and UNESCO's recommendations.</p>

<p style="margin-top:5px;line-height:30px">On the morning of October 22nd, the Da Nang Union of Friendship Organizations hosted a signing ceremony for the first phase of cooperation Memorandums of Understanding (MoUs) with three foreign NGOs: Giving It Back To Kids, Children of Vietnam (USA), and Lifestart Foundation (Australia).</p>
<p style="margin-top:17px;line-height:30px">These partners have worked with the city for many years and have made practical contributions to the people of Da Nang. The MoUs commit the three organizations to continue funding programs, projects, and non-project activities through the Union for the 2025–2030 period, with a total value of nearly $2.5 million USD (approximately 62.5 billion VND).</p>
<p style="margin-top:17px;line-height:30px">This event kicks off the new cooperation phase (2025–2030), with the goal of mobilizing hundreds of billions of VND more to support residents in need and attract international experts and volunteers to key development areas in the city.</p>

<p style="line-height: 30px; text-align: justify;"><span style="text-justify:inter-ideograph">At the meeting, City People's Committee Vice Chairwoman Nguyen Thi Anh Thi informed that, to ensure international aid and cooperation activities are continuously and effectively deployed following the administrative unit merger, the City People's Committee has directed departments, agencies, and local authorities to enhance coordination and support for the activities of foreign non-governmental organizations, including WWF. The Department of Finance has issued guidelines on transitioning and managing programs and projects in accordance with the Government's regulations in Decree No. 80/2020/ND-CP (Decree on the management and use of non-refundable aid not part of official development assistance from foreign agencies, organizations, and individuals for Vietnam).</span></p>
<p style="line-height: 30px; text-align: justify;"><span style="text-justify:inter-ideograph">Currently, WWF is coordinating with the Department of Agriculture and Environment to develop the Project on forest restoration and livelihood development in the former Quang Nam area, with a total capital of over 8.1 million USD, and is expected to fund many new programs in the near future.</span></p>
<p style="line-height: 30px; text-align: justify;"><span style="text-justify:inter-ideograph">The City People's Committee Vice Chairwoman expressed her desire for WWF to continue accompanying and supporting the city in the following areas: developing the Strategy and Action Plan on biodiversity, establishing financial mechanisms for conservation, managing natural heritage and wetlands. Forest restoration, carbon credit development, improving management capacity and reducing emissions. <p style="text-align: justify;;line-height:30px">Mr. Michiel van der Ruijt, Regional Director of Van Oord, provided an overview of the group and projects already implemented in Vietnam. Van Oord has strengths in marine construction, offering climate adaptation solutions and upgrading coastal infrastructure. The company expressed its desire to cooperate with Đà Nẵng in the fields of seaport development, land reclamation, with particular interest in the Lien Chieu Port project, river mouth dredging, and research on artificial island city models.</p>

<p style="text-align: justify;;line-height:30px">On the morning of November 14, the Department of Culture, Sports, and Tourism, in coordination with Delivering Asia Company, organized the seminar "Promoting and Marketing Đà Nẵng Tourism in the New Era – Positioning an International Destination." This forum serves as a platform for experts and businesses to share global tourism trends for 2026, promotional experiences from destinations in the region, and to discuss strategies for positioning Đà Nẵng's image, competitive advantages, and communication solutions in the new phase.</p>
<p style="text-align: justify;;line-height:30px">Vice Chairwoman of the City People’s Committee Nguyễn Thị Anh Thi introduced the potentials and advantages of Đà Nẵng and expressed the hope that state management agencies, corporations, tourism enterprises, and the community of tourism and media professionals would provide diverse perspectives. This would give Đà Nẵng additional foundations and useful ideas to develop strategies and plans for promoting and marketing the city's image as a destination in the coming period.</p>
<p style="text-align: justify;;line-height:30px">At the workshop, experts and businesses exchanged and shared insights on global tourism trends for 2026, along with new perspectives on tourism in Vietnam and Đà Nẵng. The event provided experience in promotion and marketing from destinations within the region. The workshop also focused on discussions to find solutions for guiding the promotion and marketing of Đà Nẵng tourism, including destination image positioning – competitive advantages and core values – as well as effective communication and promotional strategies for the upcoming period.</p>
<p style="text-align: justify;;line-height:30px">Within the framework of the workshop, businesses also introduced and exhibited products and models, as well as engaged in networking and exchanges in the tourism sector.</p>

<p style="text-align: justify;;line-height:30px">From November 2 to 7, the Department of Culture, Sports and Tourism of Da Nang, in collaboration with Vietjet Air and Sun Group, welcomed a famtrip delegation from Taiwan (China) to visit and survey the city's tourism products and services.</p>
<p style="text-align: justify;;line-height:30px">The delegation consisting of 21 representatives from Taiwanese travel companies, experienced numerous famous destinations such as Sun World Bà Nà Hills, Marble Mountains, and the Da Nang Museum, along with leisure and entertainment activities at Da Nang Mikazuki, Trình Café, Charming Show, and After Glow. The delegation also surveyed high-end hotel and resort systems such as Wyndham Danang Golden Bay, Novotel, Shilla Monogram, and Crowne Plaza, while savoring distinctive local cuisine.</p>
<p style="text-align: justify;;line-height:30px">The program is helping to promote the image and reaffirm the appeal of Da Nang to the Taiwanese market, while also expanding opportunities for cooperation and bilateral tourism connections. <p style="text-align: justify;;line-height:30px">In Attapue province, Permanent Deputy Secretary of the City Party Committee Nguyễn Đình Vĩnh expressed his gratitude for the warm reception and provided information on the development situation of Da Nang following its merger with Quang Nam province and the implementation of the two-tier governance model. He affirmed that the city values cooperation with provinces in Central and Southern Laos, including Attapue, and is developing a proposal to strengthen Da Nang–Laos cooperation for the 2026–2030 period.</p>
<p style="text-align: justify;;line-height:30px">In Sekong Province, both parties held a meeting of the Border Affairs Steering Committee to assess the results of coordinated border management and protection, and to agree on the cooperation direction for the 2025–2026 period. The two localities committed to maintaining a stable and intact border, promoting border region economic development, and combating cross-border crimes. Notably, both sides agreed to prioritize the completion of infrastructure at the Nam Giang – Đắc Tà Oọc international border gate and proposed upgrading the Tây Giang – Kà Lừm auxiliary border gate to a main border gate before 2030.</p>

<p style="text-align: justify;;line-height:30px">In the afternoon of the same day, in Champasak province, Provincial Party Secretary Alunsay Sunlalat affirmed that the visit marked an important milestone in the cooperative relationship between the two localities. Standing Deputy Secretary of the City Party Committee Nguyễn Đình Vĩnh shared the development orientation of Da Nang following the 1st Party Congress (term 2025–2030), aiming to become a central hub for the central region of the Central Highlands, closely linked with Lao localities along the East–West economic corridor.</p>
<p style="text-align: justify;;line-height:30px">On October 30, in Savannakhet province, both sides agreed to strengthen comprehensive cooperation in the fields of economy, trade, education, healthcare, culture, and tourism; to share experiences in urban management, human resource development, and investment connectivity. <p style="text-align: center;;line-height:30px"><strong>Accelerate the progress of the Da Nang Friendship School upgrade project in Laos</strong></p>
<p style="text-align: justify;;line-height:30px">On October 30, within the framework of an official working trip to Laos, Nguyễn Đình Vĩnh, Permanent Deputy Secretary of the City Party Committee, along with the city delegation, inspected the progress of the project to upgrade the Friendship Primary School of the Vietnamese Association in Salavan Province to the Friendship Primary and Secondary School.</p>
<p style="text-align: justify;;line-height:30px">The project is managed by the City Priority Infrastructure Investment Project Management Board as the investor, with a total capital of 7 billion VND from the city budget. Construction commenced on May 24, 2025, and is expected to be completed by December 15, 2025. As of now, the project has reached 50% of its overall completion, with the structural portion essentially finished.</p>
<p style="text-align: justify;;line-height:30px">Standing Deputy Secretary of the City Party Committee Nguyễn Đình Vĩnh commended the efforts of the construction unit, expressed gratitude for the support of the local authorities and residents, and urged the acceleration of the progress so that the school could commence operations from January 1, 2026. He also assigned the Vietnamese Association in Salavane Province to reasonably arrange teaching and learning activities, while the Department of Foreign Affairs and relevant units should continue to advise on the synchronized investment in infrastructure, contributing to the improvement of Vietnamese language teaching quality and strengthening the Da Nang – Salavane friendship.</p>

<p style="text-align: justify;;line-height:30px">On the morning of October 28, the Da Nang City People's Committee held a ceremony to commend and reward students and teachers for their achievements in the 54th UPU International Letter-Writing Competition 2025. Pham Doan Minh Khue, a 10th-grade student of Le Quy Don High School for the Gifted, was honored with the International Second Prize, an outstanding accomplishment for Da Nang and Vietnam.</p>
<p style="text-align: justify;;line-height:30px">With the theme “Imagine you are the ocean. Write a letter to someone explaining why and how they should take care of and protect you properly,” Minh Khue's work surpassed more than 1.6 million letters from 65 countries and was recognized by the Universal Postal Union (UPU) at its 28th Congress in Dubai on September 19, 2025.</p>
<p style="text-align: justify;;line-height:30px">Vice Chairman of the City People's Committee, Trần Anh Tuấn, presented the Certificate of Merit from the City People's Committee to Minh Khuê and teacher Đỗ Thị Cẩm Nhung – the mentor and instructor of the student. He affirmed that this is a proud achievement, contributing to enhancing the prestige of Đà Nẵng and Vietnam on a global scale, while also promoting the love and responsibility of the younger generation towards the ocean.</p>

<p style="text-align: center;;line-height:30px"><strong>November 6-7: Seminar on 'Positioning and Developing Vietnam's International Financial Center in Da Nang City'</strong></p>
<p style="text-align: justify;;line-height:30px">The City People's Committee issued Plan No. 146/KH-UBND to organize a seminar titled “Positioning and Developing Vietnam's International Financial Center in Da Nang: Opportunities to Attract Transactions and Investments,” aiming to share international experiences and promote the establishment of an international financial center in Da Nang.</p>
<p style="text-align: justify;;line-height:30px">The event, co-hosted by the City People's Committee in collaboration with the International Finance Corporation (IFC) – a member of the World Bank Group – took place on November 6-7 at the City Administrative Center, with approximately 150 delegates attending both in person and online.</p>
<p style="text-align: justify;;line-height:30px">The seminar will be comprised of two topics: attracting sustainable financial services (November 6-11) and developing the digital asset ecosystem – international experiences and development trends (November 7-11).</p>
<p style="text-align: justify;;line-height:30px">The discussion sessions will focus on green finance, digital assets, trade finance, and commodity exchanges, aiming to position Da Nang as a destination for international financial transactions and investment.</p>
