The leadership delegation of Da Nang city visited and worked with five provinces in southern and central Laos

During the five-day official trip (October 27–31) to Laos, the delegation of Da Nang city leaders, led by Permanent Deputy Secretary of the City Party Committee Nguyen Dinh Vinh, visited, conducted working sessions, and paid courtesy calls to the leaders of five southern-central provinces of Laos, namely Attapeu, Sekong, Salavan, Champasak, and Savannakhet, with the aim of strengthening and expanding friendly relations, special solidarity, and comprehensive cooperation between the two sides.

In Attapue province, Permanent Deputy Secretary of the City Party Committee Nguyễn Đình Vĩnh expressed his gratitude for the warm reception and provided information on the development situation of Da Nang following its merger with Quang Nam province and the implementation of the two-tier governance model. He affirmed that the city values cooperation with provinces in Central and Southern Laos, including Attapue, and is developing a proposal to strengthen Da Nang–Laos cooperation for the 2026–2030 period.

In Sekong Province, both parties held a meeting of the Border Affairs Steering Committee to assess the results of coordinated border management and protection, and to agree on the cooperation direction for the 2025–2026 period. The two localities committed to maintaining a stable and intact border, promoting border region economic development, and combating cross-border crimes. Notably, both sides agreed to prioritize the completion of infrastructure at the Nam Giang – Đắc Tà Oọc international border gate and proposed upgrading the Tây Giang – Kà Lừm auxiliary border gate to a main border gate before 2030.

In Salavane Province, the leaders of both sides expressed their delight at the strong and enduring friendship, agreeing to continue expanding cooperation in the fields

of economy, education, culture, and people-to-people exchanges. Da Nang is committed to carrying forward and fully implementing all signed cooperation agreements.

In the afternoon of the same day, in Champasak province, Provincial Party Secretary Alunsay Sunlalat affirmed that the visit marked an important milestone in the cooperative relationship between the two localities. Standing Deputy Secretary of the City Party Committee Nguyễn Đình Vĩnh shared the development orientation of Da Nang following the 1st Party Congress (term 2025–2030), aiming to become a central hub for the central region of the Central Highlands, closely linked with Lao localities along the East–West economic corridor.

On October 30, in Savannakhet province, both sides agreed to strengthen comprehensive cooperation in the fields of economy, trade, education, healthcare, culture, and tourism; to share experiences in urban management, human resource development, and investment connectivity. Da Nang has identified Savannakhet as a key partner in the 2026–2030 Cooperation Project.

On this occasion, Da Nang announced an increase in scholarship support for students from five provinces to 100% starting from the 2025–2026 academic year.

Accelerate the progress of the Da Nang Friendship School upgrade project in Laos

On October 30, within the framework of an official working trip to Laos, Nguyễn Đình Vĩnh, Permanent Deputy Secretary of the City Party Committee, along with the city delegation, inspected the progress of the project to upgrade the Friendship Primary School of the Vietnamese Association in Salavan Province to the Friendship Primary and Secondary School.

The project is managed by the City Priority Infrastructure Investment Project Management Board as the investor, with a total capital of 7 billion VND from the city budget. Construction commenced on May 24, 2025, and is expected to be completed by December 15, 2025. As of now, the project has reached 50% of its overall completion, with the structural portion essentially finished.

Standing Deputy Secretary of the City Party Committee Nguyễn Đình Vĩnh commended the efforts of the construction unit, expressed gratitude for the support of the local authorities and residents, and urged the acceleration of the progress so that the school could commence operations from January 1, 2026. He also assigned the Vietnamese Association in Salavane Province to reasonably arrange teaching and learning activities, while the Department of Foreign Affairs and relevant units should continue to advise on the synchronized investment in infrastructure, contributing to the improvement of Vietnamese language teaching quality and strengthening the Da Nang – Salavane friendship.

Commendation of students who won Second Prize in the 54th UPU International Letter-Writing Competition in 2025

On the morning of October 28, the Da Nang City People's Committee held a ceremony to commend and reward students and teachers for their achievements in the 54th UPU International Letter-Writing Competition 2025. Pham Doan Minh Khue, a 10th-grade student of Le Quy Don High School for the Gifted, was honored with the International Second Prize, an outstanding accomplishment for Da Nang and Vietnam.

With the theme “Imagine you are the ocean. Write a letter to someone explaining why and how they should take care of and protect you properly,” Minh Khue's work surpassed more than 1.6 million letters from 65 countries and was recognized by the Universal Postal Union (UPU) at its 28th Congress in Dubai on September 19, 2025.

Vice Chairman of the City People's Committee, Trần Anh Tuấn, presented the Certificate of Merit from the City People's Committee to Minh Khuê and teacher Đỗ Thị Cẩm Nhung – the mentor and instructor of the student. He affirmed that this is a proud achievement, contributing to enhancing the prestige of Đà Nẵng and Vietnam on a global scale, while also promoting the love and responsibility of the younger generation towards the ocean.

On this occasion, Da Nang International Terminal Investment and Exploitation Joint Stock Company awarded a prize of 25 million VND to Minh Khuê.

November 6-7: Seminar on 'Positioning and Developing Vietnam's International Financial Center in Da Nang City'

The City People's Committee issued Plan No. 146/KH-UBND to organize a seminar titled “Positioning and Developing Vietnam's International Financial Center in Da Nang: Opportunities to Attract Transactions and Investments,” aiming to share international experiences and promote the establishment of an international financial center in Da Nang.

The event, co-hosted by the City People's Committee in collaboration with the International Finance Corporation (IFC) – a member of the World Bank Group – took place on November 6-7 at the City Administrative Center, with approximately 150 delegates attending both in person and online.

The seminar will be comprised of two topics: attracting sustainable financial services (November 6-11) and developing the digital asset ecosystem – international experiences and development trends (November 7-11).

The discussion sessions will focus on green finance, digital assets, trade finance, and commodity exchanges, aiming to position Da Nang as a destination for international financial transactions and investment.
