Select the optimal investment option for the Đà Nẵng urban railway project

At the meeting on November 20 regarding the Đà Nẵng urban railway, Central Committee member and Secretary of the Municipal Party Committee Le Ngoc Quang emphasized that the project is large in scale, technically complex, and being implemented in the city for the first time. Therefore, each investment option, including the public-private partnership (PPP) model, needs to be thoroughly analyzed to ensure effectiveness.

Currently, the city is consolidating and supplementing its planning based on the approved provincial plan. The Secretary requested that the adjustment process take into account urban spatial impacts, while research and route proposal activities should proceed concurrently to avoid delays. The city will also work in detail with

interested investors, objectively assessing their capabilities, financial standing, and commitment to technology transfer.

According to the report, Đà Nẵng plans to develop 3 MRT lines and 15 LRT lines with a total length of nearly 283 km, prioritizing the Đà Nẵng – Hoi An – Chu Lai line. It is expected that by November 2025, the city will select investors to prepare the pre-feasibility report, to be completed within 3 months; TOD planning along the line must be completed before May 2026.

Đà Nẵng exchanges with Swiss experts on the model of the International Financial Center

On the morning of November 22, Vice Chairman of the City People's Committee Ho Ky Minh chaired a working session with a delegation of Swiss experts and investors regarding legal issues to facilitate the effective operation of the Đà Nẵng International Financial Center (IFC).

According to the plan, Đà Nẵng IFC will be developed based on a coherent and transparent legal framework, in line with international standards, and designed to create competitive advantages to attract global financial institutions. The center will also be connected to the ecosystem of innovation, digital technology, and sustainable finance; while serving as a controlled testing ground for new financial models, digital asset products, digital payments, and specialized trading platforms.

Dr. Urs Lustenberger stated that the working group had conducted a field survey of the proposed location for the IFC and related projects. He emphasized that important mechanisms need to be implemented promptly, including procedures for establishing enterprises, setting up the International Arbitration Center, and building a robust financial system. What international investors are most concerned about is transparency and equality between domestic and foreign investors. This can be ensured through an independent arbitration center with the participation of both domestic and international experts.

Permanent Vice Chairman of the Đà Nẵng City People's Committee Ho Ky Minh expressed his gratitude for the professional feedback and stated that the city will continue to have in-depth discussions to complete the legal framework and ensure the timely and effective operation of the Đà Nẵng IFC.

Vice Chairman of the City People's Committee Trần Nam Hưng welcomed the commander of the French cruiser Prairial

On the afternoon of November 18, Deputy Chairman of the City People's Committee Trần Nam Hưng received Lieutenant Colonel Wallerand Faivre D’Arcier, Commander of the French Navy's Prairial cruiser, during his working visit to Đà Nẵng.

Deputy Chairman Trần Nam Hưng emphasized that the visit contributes to strengthening friendly relations, in line with the context of Vietnam and France recently upgrading their relationship to a Comprehensive Strategic Partnership in 2024. Additionally, the Deputy Chairman expressed hope that the visit of the Prairial ship will help promote the image of Đà Nẵng to the people of France and the international community, contributing to attracting investment and tourism.

Following the merger of Đà Nẵng and Quang Nam, the city is implementing three strategic development programs: an International Financial Center, a Free Trade Zone, and a system of High-Tech Centers, while also promoting investment in key infrastructure such as two international airports and Lien Chieu Port.

The city is also promoting sea tourism and calling on the international community to support the protection of maritime freedom, peace, and stability in the East Sea in accordance with international law.

Lieutenant Colonel Wallerand Faivre D’Arcier expressed his impression of Đà Nẵng as a dynamic, friendly city with development orientations aligned with current trends such as finance, high technology, and artificial intelligence. He affirmed that Đà Nẵng, with its location at the crossroads of international maritime routes, serves as a reliable base for the French Navy to carry out logistical cooperation and emphasized his stance supporting the resolution of the South China Sea issue through international law.

Đà Nẵng welcomes a delegation of Swiss experts to promote high-tech cooperation

On the afternoon of November 21, Vice Chairman of the Ho Quang Buu City People's Committee met with a delegation of Swiss experts and investors to discuss the potential for strategic cooperation in the high-tech sector. Đà Nẵng has

identified core technology industries such as semiconductors, AI, and robotics as pillars for socio-economic development in the coming period.

The city is committed to creating a transparent investment environment and ensuring intellectual property rights to attract Swiss enterprises with research and development capabilities. The two sides also discussed export controls in the fields of microchips and robotics to ensure technological security and compliance with international regulations.

The Swiss side highly appreciates Đà Nẵng's high-tech strategy and believes that the potential for connecting the innovation ecosystems between the two sides is very significant, especially given Switzerland's strengths in precision industries, robotics, and microchip technology.

Both sides agreed to continue in-depth research and to develop a strategic cooperation road map, paving the way for numerous development opportunities in the fields of semiconductors, artificial intelligence, and innovation.

Đà Nẵng reviews the work of foreign non-governmental organizations in the city

On the morning of November 19, Vice Chairwoman of the City People's Committee Nguyễn Thị Anh Thi chaired a meeting to review the implementation of regulations on foreign non-governmental activities in Đà Nẵng.

The Vice Chairwoman agreed with the content of the draft and assigned the Department of Foreign Affairs to continue reviewing and finalizing the List of 20 projects eligible for foreign non-governmental aid allocation in 2026; at the same time, to monitor the National Program for the 2026-2030 period to advise on the development of a corresponding city-level program.

The city will strengthen aid disbursement in a diverse and flexible manner; promote dialogue with foreign non-governmental organizations and beneficiary units to resolve difficulties and prioritize mobilization efforts; in addition, continue to train and enhance the capacity of personnel involved in foreign non-governmental activities in the coming time.

Grand Opening of MM Supercenter Đà Nẵng Trade Center

On the morning of November 17, MM Mega Market Vietnam Co., Ltd. inaugurated the MM Supercenter Đà Nẵng Shopping Center on Nguyen Sinh Sac Street, Hoa Khanh Ward. This is MM's first 'super center' model in Vietnam, with a total investment of 20 million USD, completed ahead of schedule.

The facility comprises three above-ground floors, bringing together nearly 50 domestic and international brands, combining a hypermarket, dining area, entertainment zone, and cinema, offering an "all-in-one" shopping and service experience. The project highlights a new commercial landmark for the Hoa Khanh area, contributing to socio-economic development and enhancing convenience for residents and visitors.

Vice Chairwoman Nguyễn Thị Anh Thi highly praised the efforts of the investor and suggested that the center continue to improve service quality, participate in social welfare, and support programs to stabilize the market. The city is committed to providing maximum support to ensure MM Supercenter operates efficiently, expands connections with local businesses, and develops a sustainable supply chain.

According to Nguyen Duc Toan, CEO of MM Mega Market Vietnam, over 90% of products in the supermarket are of Vietnamese origin; the OCOP area and local specialties showcase more than 100 products. The center currently provides nearly 500 jobs. On the occasion of its opening, the company and its partners contributed VND 425 million to support people affected by natural disasters.

Hoa Vang Commune Expands Labor Cooperation with Bonghwa District (South Korea)

On the afternoon of November 21, Hoa Vang commune welcomed the Bonghwa County (South Korea) delegation to discuss the labor cooperation program for 2026.

Bonghwa County Chief Park Hyun-Gook highly appreciated the results of the 2025 cooperation, particularly the quality of the 50 Hoa Vang (former) workers who were sent to South Korea, more than half of whom demonstrated strong skills and a high work ethic. He expressed confidence that the friendship between the two localities would continue to develop.

Chairman of Hoa Vang Commune People's Committee Le Phu Nguyen proposed expanding cooperation to areas such as agriculture, vocational training, investment promotion, and community tourism, while also expressing the hope of establishing a “Korean Village” of Bonghwa in Hoa Vang in the future.

Both sides agreed to maintain the seasonal labor dispatch program, continue coordinating to ensure workers' rights, and explore the possibility of expanding cooperation in accordance with the potential of each locality.

Launch of the APEC Vietnam International Commercial Arbitration Center – Đà Nẵng Branch

On the morning of November 18, the APEC Vietnam International Commercial Arbitration Center launched its Đà Nẵng Branch at 58 Nguyen Chi Thanh Street, Hai Chau Ward. APEC Vietnam, established by the Ministry of Justice, carries out domestic and international commercial arbitration and mediation, expanding its network in Ho Chi Minh City, Can Tho, and Phu Quoc.
