Signing of the Minutes of the Integrated Center for Controlling Green and Smart Urban Resilience Project (ENSURE)

In the afternoon of January 16th, Vice Chairman of the People's Committee of the City Le Trung Chinh had a meeting with Mr. Kim Jin Oh, Director of Korea International Cooperation Agency (KOICA) in Viet Nam; at the same time, signing a memorandum of understanding between the People's Committee of the City and KOICA on the Integrated Center for Controlling Green and Smart Urban Resilience Project (ENSURE Center).

With the support and cooperation of Deagu City government, since 2016, Da Nang has built project documents for the ENSURE Center. In 2018, the Ministry of Planning and Investment reviewed and included the ENSURE Center project in the list of projects to be sent to the Korea International Cooperation Agency (KOICA) to promote aid. 

In May 2019, Chairman of the People's Committee of the City Huynh Duc Tho, together with the leaders of Quang Nam and Thua Thien Hue Provinces, signed a memorandum of understanding with KOICA about a smart city valley program in Central Viet Nam. This is an important step to show Da Nang's cooperation with KOICA in building a smart city.

After more than 3 years of close work between Daegu City, KOICA, and the Ministry of Planning and Investment, the project promotion has reached the final stage when KOICA had a Diplomatic Note no. KOICA-VO-19-1894 on May 27th, 2019 reviewing grants for the project with a budget of 10.5 million USD. ENSURE Center would not only serve people in Da Nang but also provinces and neighborhoods of the Central region and areas often affected by natural disasters and climate change.  

According to Vice Chairman of the People's Committee of the City Le Trung Chinh, through the ENSURE Center project, the city wished to improve the capacity of early detection of natural disasters due to climate change, risks and crises to serve the management of city authorities in effective response, at the same time provide timely and accurate information and notifications to the community for active prevention. 

At the same time, with the exchange of experiences with Korean experts in the implementation of the project and training courses on technology transfer, the city would form a team of competent experts suitable for the operation and development of the early detection and warning system of climate change, risks and crises caused by natural disasters.

“Da Nang City commits to implement the project's categories as soon as possible, quickly with the Korea International Cooperation Agency (KOICA) to complete the prescribed procedures to prepare for the reception and deployment of the project in the near future.” - Vice Chairman of the People's Committee of the City Le Trung Chinh emphasized.

On this occasion, Vice Chairman Le Trung Chinh presented a certificate of merit from the Chairman of the People's Committee of the City to Mr. Kim Jin Oh, Director of the Korea International Cooperation Agency (KOICA) in Viet Nam for his outstanding achievements, contributing to the socio-economic development of the city in recent years.
