EAMF-7: Focus on Comprehensive Review of the Situation of Maritime Cooperation

Speaking at the opening ceremony, Deputy Minister of Foreign Affairs and Head of Viet Nam ASEAN SOM Nguyen Quoc Dung emphasized that the sea and ocean always play an important role in the lives of every nation in the world. In that sense, marine cooperation is always a high priority in mechanisms and frameworks, as well as cooperation programs and plans in the region.

In the morning of December 6th, the 7th Expanded ASEAN Maritime Forum (EAMF-7) officially organized by the Ministry of Foreign Affairs of Viet Nam officially opened in Da Nang City. The forum was attended by over 90 delegates including Government officials, researchers from 10 ASEAN countries, 8 ASEAN Dialogue Partners (including Australia, China, India, Japan, New Zealand, Korea, Russia, and the USA), the ASEAN Secretariat, together with representatives of some related international organizations.

As planned, the 7th Expanded ASEAN Maritime Forum is expected to include an open discussion session on the theme “25 years of implementation of the 1982 Convention on the Law of the Sea” and a closed discussion to discuss the situation of cooperation and maritime security in the region

Deputy Minister of Foreign Affairs Nguyen Quoc Dung noted some progress in regional maritime cooperation recently. In particular, there were initiatives to cope with marine environmental pollution, waste treatment, combating illegal fishing, and sustainable exploitation of marine resources, etc., and at the same time, pointing out the multifaceted challenges that the region were facing. These included transnational maritime crimes, marine environmental pollution, ocean acidification, safety of fishermen and seafarers, unresolved disputes, and increasing risks, especially in the East Sea.

“These challenges have been negatively affecting the potential and prospects of maritime cooperation in the region,” Deputy Foreign Minister Nguyen Quoc Dung said.

Facing this situation, Deputy Minister Nguyen Quoc Dung asked the participants of the Forum to focus on the comprehensive review of the situation of marine cooperation over the past time, identifying difficulties and obstacles and recommending solutions in order to improve further maritime cooperation in the future, in particular, strengthening the role of the Expanded ASEAN Maritime Forum to support the coordination of maritime cooperation activities in the region.

Especially, in the context of the 25th anniversary of the Convention on the Law of the Sea 1982, Deputy Minister Nguyen Quoc Dung asked delegates to evaluate the application of the provisions of the Convention in the area recently, at the same time, discuss ways to further strengthen the role of this fundamental document, ensuring that all maritime activities in the region comply with the Convention.

As planned, the 7th Expanded ASEAN Maritime Forum is expected to include an open discussion session on the theme “25 years of implementation of the 1982 Convention on the Law of the Sea” and a closed discussion to discuss the situation of maritime cooperation and security in the region, reviewing cooperation activities and considering new proposals, initiatives, and future orientations for the Forum.

The Expanded ASEAN Maritime Forum (EAMF) was first established and convened in 2012. Held immediately after the ASEAN Maritime Forum, the Expanded ASEAN Maritime Forum aims to provide a framework for partners to participate and contribute to maritime dialogue and cooperation in the region and support for ASEAN countries.

Since its inception, the Expanded ASEAN Maritime Forum has discussed a variety of maritime cooperation topics, including the implementation of the Convention on the Law of the Sea, connectivity, search and rescue, marine environment protection, maritime economy promotion, and strengthening confidence building measures in the East Sea.
