Danang Industrial and Export Processing Zones (DIEPZA) is an authority established by the Prime Minister based on Decision No. 514/TTg dated 17 September 1994, Decision No. 548/TTg dated 07 September 1995 of the Prime Minister regarding the establishment of the Management Board of the Quang Nam - Danang Industrial and Export Processing Zones and Decision No. 45/1998/QĐ-TTg dated 24 February 1998 of the Prime Minister regarding the replacement of the name of the Management Board of the Quang Nam - Danang Industrial and Export Processing Zones with the Management Board of the Danang Industrial and Export Processing Zones for State management of the industrial and export processing zones in Danang City.

* Functions and duties

1. Prepare the regulations for management of industrial zones based on the regulation sample issued by the Ministry of Investment and Planning to submit to the City People's Committee for approval. The regulations for management of inter-provincial industrial zones will be submitted to the Ministry of Investment and Planning for approval. The regulations for management of Hi-tech zones will be submitted to Ministry of Science, Technology and Environment for approval.

2. Organize construction and manage the detailed planning, construction and development progress of the industrial zones including: infrastructure works development planning; career planning and arrangement; participating in the development of infrastructure works outside the industrial zones, and constructing residential zones for employees of these industrial zones.

3. Expedite and inspect the construction of infrastructure works inside and outside related industrial zones to guarantee construction and bring it into operation in accordance with the approved planning and schedule.

4. Assist in calling for investment in industrial zones.

5. Receive applications for investment projects; organize the verification and grant investment licences to foreign investment projects as per authorization.

6. Receive applications to invest; consider applications and request the People's Committee of Danang City to permit domestic investment in projects in the industrial zones funded by the City People's Committee (Industrial Zones: Hoa Khanh, Lien Chieu, Hoa Cam, Danang Fishery Services, etc).

7. Inspect the implementation of investment licences, product processing contracts, services supply contracts, business contracts and investigate economic disputes in accordance with the requirement of the parties concerned.

8. Cooperate with State management agencies in the inspection of the carrying out of regulations regarding labour contracts, collective labour agreements, labour safety and salaries.

9. Manage service activities in industrial zones.

10. Negotiate with the Industrial Zones Infrastructure Development Company on assessing land for lease where the infrastructure has been constructed, and service fees in accordance with current policies and laws.

11. Grant, adjust and resume certificates within its competence or as authorized; adjust and resume licences as authorized.

12. Take part as representatives at meetings of government agencies and People's Committees at city level for dicussion on the establishment, construction, development and management of industrial zones.

13. Submit periodical and annual reports on the establishment, construction, development and management of industrial zones to the City People's Committee, Ministry of Investment and Planning and other related government agencies as per regulations.
