1. Target
To build Danang city to be a large national and central region cultural and economic centre with the basic functions of an industrial, trading, tourism and service centre. The port city will be an important sea, air, rail and road hub and a national and international entrepot with banking, financial and post and telecommunications services. It will be one of the major sports - culture, education - training and technology - science centres for the central region. Danang city is a locale that has an important strategic position in the defense and security of the Southern Central Region, the Highlands and nationally.

2. The socio - economic development orientations of Danang City
- To build Danang City to be a civilised and modern city with a wholesome socio - cultural environment, in a firm and stable position and playing an important role in the central region and the Highlands in the industrial economy, trading, service, tourism, fishery, agriculture and forestry, nationally, in relations with the East West Corridor and in ASEAN.
- To create economic structure transfer according to the orientation of industrialization and modernization.
- To increase the industrial development rate and focus on processing and consumer goods to serve export and the chemical industry, and step by step increase the rate of service and tourism.
- To incorporate economic development with ecologic environment protection in order to ensure the city’s stable development, health care and raising living quality.
- To incorporate economic growth with progress in social equality To create jobs and raise the cultural standards of the people. To strengthen public investment in rural, highland and remote mountainous areas in order to raise the living standard of every class.
- To bring into play the general strength of every economic sector; to diversify production forms; to uphold internal forces and create a transparent and convenient investment environment to attract foreign capital and new technology; to strengthen domestic and international economic exchanges.
- To develop and enhance the quality of human resources to meet the needs of development; to raise the professional skills of the head cadres, policy consultants, business management cadres and technical worker; to have a policy for using and developing talented person; to attach much importance to applying new technology and science; to bring into play the cultural traditions, courage and diligence of the Danang people and to integrate with large domestic cities and areas.

- GDP growth rate will increase by 13% per year in the period 2001 - 2005; 14% in 2006 - 2010 and 13.5% in 2001 - 2010.
- Per capita income will reach US $2,000 in 2010.
- The export turnover will increase by an average of 21 - 23% per year in the period 2001 - 2010 and will bring in US $1,720 million in 2010.
- The rate of population increase will be below 1.2% in 2010.
- By 2010, the ratio of malnourished children will be lower than 10%, 100% of households will have electricity and 95% fresh water.
- Create new jobs for about 22 - 25 thousand workers per year.
- Economic structure: To 2010, Danang city will develop along the line of Industry - Service - Agriculture.

* The development of socio - economic professions and fields

1. Industry
- Strive to achieve an average increase of 16.62% per year in the period 2001 - 2005, 15.5% in 2006 - 2010, and 16.1% per year from 2001 to 2010.
- Quickly form the main industrial force by bringing into play advantages and modern and advanced technology and equipment to make products competitive in the market: sea products processing, software, machinery, seagoing vessel repair, port industry serving the marine economy and industrial professions directed toward export.
- Establish a suitable management mechanism for Danang, Hoa Khanh and Lien Chieu Industrial Parks; step up domestic and foreign investment encouragement to develop industry; develop satellite industry groups, processing and rural area services; move polluting industries out of urban areas in line with the city’s industrial development planning.

2. Trade
- Build Dang city to be a transit entrepôt and a goods and service exchange centre in the central region; carry out well the functions of professions that are a bridge between production and consumption.
- Step up marketing to expand the city’s export market; incorporate domestic trade with export; carry out step by step export service and quickly create a motivated force to hasten socio-economic industrialization and modernization.
- Develop an entrepôt; quickly build and establish trade centres, a general trade service zone and international fair centre.

3. Tourism
- Strive to raise the tourist rate in the GDP structure of 13.3% in 2006 and 16.5% in 2010.
- Build Danang to be a tourist centre with diversified tourist types including leave after strenuous service, ecotourism and visiting, and attach much importance to international and domestic tourism to contribute to the extension of international exchange and investment collaboration.
- Plan and develop tourism from Ba Na Resort to Son Tra Peninsula and along the Han’s River.
- Danang’s tourism development will anchor the overall tourism of Hue - Danang - Quang Nam - Highlands and develop with national and ASEAN relationships.

4. Service
- Develop service activities to serve the socio - economic development orientation of a port city for example: seaport, airport, warehouses, transport, insurance, finance, banking and marketing information...

5. Agriculture - forestry - fishery and rural developments
- Carry out the general trade mode; establish ocean - going flotillas with modern technology and equipments; fishing logistics enterprises should ensure long catching periods.
- Develop aquaculture; establish fishing circles in which households will carry out fishing combined with tourist service and agricultural production.
- Build Thuan Phuoc Fishing Port, Tho Quang - Nai Hien Dong boatyard and upgrade shipbuilding enterprises and fishing services.
- Develop organic farming according to a diversified orientation; quickly develop the growing of farming trees, vegetables, fruit-trees, decorative plants and animal husbandry, etc with the yield increasing consistently and meeting the demands of local consumption and export.
- Develop a strong animal and poultry husbandry sector, and attach much importance to the quality of plants.
- Increase and improve crossbreeding of beef and dairy cows, pigs, and poultry to meet the needs and tastes of consumers.
- Develop rural professions and services.
- Protect and recover natural forests; develop afforestation on uncultivated land; windbreak and landscape afforestation on the edge of sea incorporating forestry trees, cash crop trees, fruit – trees, medicinal trees and large - scale cattle breeding, etc.
- Build and protect the Ba Na and South Hai Van forests and the Son Tra natural conservation zone.

6. Infrastructure development
6.1. Roads
- Construct and upgrade Tien Sa Port, the Han River Port, Lien Chieu Port, Danang International Airport, the urban road system, Road 14B from Tien Sa Port to Tuyen Son Bridge and Lien Chieu - Thuan Phuoc and Son Tra - Non Nuoc streets.
- Develop a road system from the central city area to the industrial zones, resorts, rural areas, Tuyen Son Bridge, Cam Le Bridge and Nam O Bridge.

6.2. Water supply
- Upgrade and construct new waterworks at Cau Do, Cam Dai, Lien Chieu and Son Tra.
- Continuously invest to implement the clean water program in rural areas; by 2010 95% of households will have clean water.

6.3. Electricity
- Improve and upgrade transformer stations and power networks to meet the requirements for industrial development, tourism and the city’s activities.
- Electrify the whole city; by 2010, 100% of towns in rural areas and 100% of households will have electricity.

6.4. Post and telecommunications
- Develop post and telecommunications services to be the post and telecommunications centre of the central region.
- Develop Internet networks; build an international telecommunication technology centre; strive to achieve 38 telephones/100 people by 2010.

6.5. Infrastructure for environmental protection
- Strive to complete the urban drainage system by 2010; assess and step by step separate rain and grey water and treat the latter before discharge into the drainage system.
- Build a hospital waste incinerator; construct a crematorium; build Dam Rong wastewater treatment station and new a rubbish dump at the foot of Mountain Dai La.

7. Society, culture, health, science and education
- Enhance the quality of education - training to ensure human resources corresponding to the professional framework, economic development and the city’s defense and security; develop a vocational training system; strive to have about of 45% of workers vocationally trained by 2010.
- Priority is given to technical innovation in the city’s main economic professions; creating favorable conditions and encouraging productive enterprises to research science and develop technology.
- Upgrade the city's socio - technology information centre; establish technology and science service networks as the basis for the development of science - technology market and specialist staff; build and develop the Danang Software Development Centre.
- Build a suitable and modern prophylactic and treatment system synchronized with human resources and material facilities to meet the demands for examination and treatment; strive to reduce to a minimum the level of Vitamin A deficiency diseases, tuberculosis, malnutrition, iodine deficiency, and restrict to a minimum the rate of HIV/AIDS infection; build a new general hospital with modern equipment.
- Develop and enhance the quality of cultural information activities; build a healthy culture lifestyle to keep and bring into play the nation’s traditions, and modernize the television and radio networks.
- Step up physical education; focus on funding to develop some of key areas such as football, athletics, swimming, kung fu, chess, Chinese chess, etc; train good athletes who can achieve high results in international and national competitions. 

8. Rural and urban development
- Build Danang city in accordance with the development planning to bring into play the role of a central city in the central region.
- Develop urban space according to west - northwest way along the Cu De River to Truong Dinh and west - southwest along Highway 1A and Road 14B to Hoa Tho and Hoa Phat towns.
- Separate the Danang urban into five areas: central area (Hai Chau and Thanh Khe districts); Lien Chieu District; Son Tra District; Ngu Hanh Son District and new development areas (including Khue Trung Ward, Hoa Phat Town and Hoa Tho Town).
- Establish an urban residential area incorporating district commercial and concentrated industrial zones; establish a satellite urban system to reduce population pressure and infrastructure needs of the central urban area.
- Incorporate rural development planning with the establishment and development of central town groups.
- Restore order in architectural management and urban building; take the initiative for controlling urban development according to planning, site-clearance and the law.
- Supply concrete guidance for site-clearance planning and land using; strengthen land use management as per existing regulations.
