1. The applicant will submit to the Vietnamese diplomatic corps office in the foreign country a passport declaration paper (using the standard form of the Vietnamese Ministry of Foreign Affairs), or other ducuments showing that he/she is a Vietnamese citizen with a sealed photo and issued by authorized Vietnamese  bodies.
In a case where the applicant does not have documents showing that he/she is a Vietnamese citizen, a CV is needed (using standard forms of the Vietnamese Ministry of Foreign Affairs and Public Security).

2. Time for issuing passports:
- Within 5 working days from the date of receiving sufficient legal documents for cases with enough evidence to confirm that the applicant is a Vietnamese citizen.
- In a case where there is not enough evidence to confirm the applicant’s Vietnamese citizenship and identity, the Vietnam diplomatic corps office will send his/her information and photo to the Vietnamese Ministry of Foreign Affairs. The Ministry of Foreign Affairs is responsible for coordinating with the Vietnamese Ministries of Public Security and Justice to send the result to the Vietnam diplomatic corps office within 45 days from the date receiving the request. The Ministries of Public Security and Justice have to reply to the Ministry of Foreign Affairs within 40 days from  date of receiving the request. The Vietnam diplomatic corps office reply to the applicant within 5 days from the date receiving documents from the Ministry of Foreign Affairs.

The Vietnamese Ministries of Foreign Affairs and Public Security will guide in the procedures to extend, amend, supplement, change and re-issue  general passports, official passports and diplomatic passports at Vietnamese diplomatic corps offices in foreign countries.
